Problems:

Program shortcuts only appear for the user that installed it, even though "All Users" is available as an installation option.
Application exits prematurely as a limited user, or sometimes displays an error dialog: "Cannot Update App.tdb at this time."

Workarounds:

As an Administrator:

Grant Modify permissions for the BUILTIN\Users local group to the following folder:

"%ALLUSERSPROFILE%\eBay\Turbo Lister2"
(Example command line: cacls "%allusersprofile%\eBay\Turbo Lister2" /e /t /g Users:C)

Copy the eBay folder from the installing user's Start Menu to the "All Users" Start Menu

Limited users may now use Turbo Lister 2.
