Problems:

Program shortcuts only appear for the user that installed the application
Must configure Windows XP Firewall exclusion for javaw.exe (which would permit all Java applets to accept incoming connections)
Otherwise runs fine as limited user and stores settings per-user

Workarounds:

Install the latest supported Java Virtual Machine from Sun Microsystems before installing Phex
Launch once as an Administrator and "Unblock" the Sun Java Virtual Machine from the Windows XP Firewall when prompted, or alternately, use the "I am behind a firewall" switch and keep it blocked
Copy program shortcuts from the installing user's Start Menu to the "All Users" Start Menu
