Problems:

Initial setup appears to work for limited users, but iHateSpam repeatedly tries to download spam defenitions on every iHateSpam toolbar click if the defenitions are not current

ihsMailProxyServer also wants to open incoming ports, and is blocked by the Windows Firewall

Workarounds:

As an administrator:

Launch iHateSpam once and instruct the Windows Firewall to allow access to the ihsMailProxyServer
Grant Modify access to the Users group for the following folder:

%programfiles%\Sunbelt Software\iHateSpam

WARNING: This latter workaround will expose your iHateSpam installation to abuse by limited users.
